So presumably you aren't accusing them of using 'tricks and cheats', 'influx of non-native, non-English speaking drivers', 'PH barons' blah, blah to their face then?

Welcome to STaN, this is the model that is being used illegally by private hire in London. It will be the "Death Knell" to Licensed Taxis in Liverpool. In order for it to work the police and local authorities have to turn a blind eye to illegal activities of touts.

Hubs, satellite offices, operating centres. They are all the same thing, mini-cab offices strategically placed by local government to: Clear the streets, reduce drink related crime and the burden of overstretched police public order patrols.
This is not a new concept at all. It revolves around an existing policing public order model. It will be introduced by stealth and with a lot of smoke and mirrors, until Licensed Taxis are deregulated. Be warned !!

I have taken on board your very interesting Post .
I have used the Liverpools Councils Planning portal, Put in Duke Street the new home for this Private Hire Office .
Not a thing about this Development.
Perhaps they have some how circumvented their Planning Procedure.
So you are most probably right. Well some things not right.

As far as i know they still have two offices . I have heard they don't care, how many drivers they have on their circuit .

Is it and do I? What vehicles do the private hire operator maintain? Also how many barons do you know with 1700+ vehicles? I don't have a blind spot at all but imo the 'taxi baron' is like a landlord that rents out shops and maintains them for a fee

In London the licensing authority that governs both London Taxis and Private Hire LTPH/TfL, sneakily relaxed the requirement for planning permissions for these booking offices to enable them to operate. I fancy you could well be being had the same way !

This is a policing based program that has to be introduced gradually by stealth. Its a back door policy, sly and totally contravenes Hackney legislation and case law.....

Where are the vehicles waiting to accept hirings ?

Are they on full view at any time ?

There is plenty of room on Duke Street for some of the vehicles to return to base if necessary and wait for a job to be dispatched. Chances are though they'll wait where they're already waiting although there's plenty of room on Duke Street for them to return to base while they wait to be dispatched

Funny you should say that included in the planning application was a letter from the Police. QUOTE


A letter from Merseyside Police is included within the application papers which
expresses support for the proposals as it would increase the amount of taxi
provision within the city centre. This would enable more people to get home quickly
after leaving pubs and clubs in the evening and is regarded as a positive step in
terms on reducing on street disturbance in the early hours.


Very odd as all the surveys, done in Liverpool say there is no unmet demand. It would seem the police think differently . I can tell now there a'nt any .

It doesn't say that the police think differently does it? It merely says that people would be able to get home quicker and having experienced trying to get a cab in Liverpool to take me home I fully understand why the public have turned to the ph companies.

I'd like to know what taxi legislation and case law it contravenes.........

It appears to me that this is just the creation of a fancy Private Rank for PH Cars and should be opposed at every turn.

Punter turns up, takes a seat, is directed to the first PH on the line.

What's that if it's not a Rank?

Rose V Welbeck is one that comes to mind. Hearing in the High Courts London.

And there are several others that set precedents in Hackney Carriage Law. I will get them chapter and verse ASAP for you !

One of the clearly rules that vehicles for private hire cannot be seen standing or waiting in full view to the public to be immediately hired. This includes a car park... From what has been described it sounds like the authorities including the police are turning a blind eye.
You really need to read the Safer Travel at Night link ALL 90+ pages for things to clear. The more you read the more your own questions will be answered !!
