It merely says that people would be able to get home quicker and having experienced trying to get a cab in Liverpool to take me home I fully understand why the public have turned to the ph companies.

One of the clearly rules that vehicles for private hire cannot be seen standing or waiting in full view to the public to be immediately hired. This includes a car park... From what has been described it sounds like the authorities including the police are turning a blind eye.
