Yes if you state the ethnicity of a person without being asked about it it is racist this happened last year when a female passenger made a serious complaint about sexual harassment she opened up her statement to the council LO with the words I was sexually harassed by an asian driver the complaint was immediately dismissed as racist
If you make any sort of statement inferring that ethnicity was complicit in the offence it is deemed racist the ethnicity of the defendant is a secondary matter
we all know that it is certain sections of the community who are highly likely to do these things but the law in this country is VERY racially aware
