I think Jazzy B is feeling a little subdued tonight.

Never said all owners are scum. Posted only recently that there are some owners who work with their drivers and their relationship would transcend de-restriction.

If licenses aren't transferable then why does the council allow it?

Why is there a panel in the licence application form that allows for a change of day to day manager?
