I had a bus driver once whose mrs worked cash in hand at a boozer for years. That was ok till she went sick and found she couldn't claim because she'd never paid anything in either!! =D>

The money will still be outstanding via a CCJ, not court order.

So if at any time in the future the mush gets assets, then the council can claim against the amount outstanding.

I doubt they are, one is to ill to work due to a bad back, and the other one is over 65 and on a pension plus his missus works at the local boozer.
