i believe the whole thing is a crock

private hire - to make a pre agreed arrangement between a customer and a car

rank - instant service provided no pre agree required

there should be and in law shouldnt be any sort of rank in existence for a private hire car

if a rank is required then it should be provided by the council for the use of public hire cars

a rank for private hire is a touting rank if you use the definition of purpose isn't it?
