From the link I posted above ;

"Entering an ASL when the light is red is an offence under section 36(1) of the Road Traffic Act 1988, regulation 10 of the Traffic Signs Regulations and General Directions 2002 and Schedule 2 to the Road Traffic Offenders Act 1988. The offence is jumping a red light and could result in a £100 fixed penalty and three points on your licence."

You don't have to pass a red traffic light for it to be an offence, it's the going over the stop line at the lights that counts.

But I wonder is an ASL has to be formally adopted by the council under a Traffic Order, and that maybe why some councils enforce, and most don't.

The cycle box has to be enforced by a Traffic Order.

Read the link that Sussex posted (which is the same one I posted earlier).

Forget about cycle boxes and TRO's - the offence is crossing a stop line at a red light ie. going through a red light. It doesn't need a TRO as it's part of the Road Traffic Act.
