Simple solution issue no more licences, reduce the number down to the same as the cabs, by natural wastage, there are enough leaving on a monthly basis to let the numbers fall.
once its reached, or continues to fall, only issue licences to those who can speak English, and have done a basic knowledge test, and have been fully vetted, and held a full UK drivers licence for at least 2 years.

By "simple" you mean illegal. To do as you suggest would require a change in the law and that would never be simple.

London’s largest private hire company has found rare common ground with Uber in opposing plans by mayor Boris Johnson to cap the number of private hire vehicles in the capital. But, unlike the e-hailing app, Addison Lee believes the solution to the proliferation of minicabs is regulation.

What a surprise, clearly 70+ thousand minicabs isn't enough. [-(

With the advent of forums, facebook, twitter etc, some of these drivers signing up for the '£1000 a week' bollox must be in need of a lobotomy.

It doesn't exactly take a computer whizz kid to find out the reality of driving a Minicab in London and the true earnings you'll earn.

And still they come . . .

I know they cannot just stop issuing licences without a change in the law, but they can make it extremely hard to obtain one, and that doesn't require a change in laws.
Griffin, and other base operators are more worried about the loss of rentals than anything, due to uber.
There was another story about uber on the BBC web page this morning, about how millions of peoples details have ended up on the dark web, and thousands of runs completed without peoples knowledge or even doing the runs.

It looks to me as though it is on one of them plastic Mogo brackets that fit behind the number plate and the camera angle is distorting the perspective a bit.
