Laws are only enforced at the behest of the enforcers...so If a driver is caught speeding by the Police...it does not follow that the driver will be prosecuted...it is up to the police officer if he is brought to justice.
Similarly it is up to Licensing officers whether to act or not to act.
Most people who don't live in the Manchester area are not aware that the MUFC ground at Old Trafford is actually in ''Trafford'' therefore under the licensing authority of Trafford Council.
Many drivers are regularly caught and prosecuted by them ...simply because they choose to do so.

All it needs is legislation.
