You said earlier on in this thread that the majority of his customers are from Derby City.

I indicated that that is where I believe he should be licensed from.

If however since that post he has customers everywhere then that is different.

Maybe I was not clear. The companies that pay the bills are based in Derby. The people who get in the car are from all over the place. They are usually picked up from home and taken to the airport and returned back home when they return. He does have companies from outside Derby who are based in the other areas as well.

If an operator/driver starts up in one area, and over time his customer base increases in the next area, then that is one thing, and it would be wrong to critisise someone who has expanded their business.

However someone who specifically licenses in one area, with no intention to ever work that area, based purely on the low entry criteria is completely different in my opinion.

This loophole has been going on for years, I remember your mate dusty bin was very much pro this loop hole, and even when he was told of the potential problems it would cause, he just couldn't see it.

Not quite sure your memory of Dusty's views are correct.

I think he shared the view with me that people shouldn't be able to work where they want without being restricted by quotas. He never was opposed to quality entry criteria.
