Sounds utterly daft - is there any practical difference between having a zero flagfall of £1.70 and clicking up to £1.80 when car moves off, and one starting at £1.80 and clicking up only after 1/18th of a mile covered?
Would have thought punters more likely to be annoyed by the zero flagfall scenario - the driver activates the meter and literally a second or two later it clicks up ten pence?
And what happens if you only activate the meter once you've moved off?
Does it show the £1.70 or the £1.80?
