Seriously, I never knew that. I've read the blurb in a Hack and it states 4 miles etc, so what would happen if the driver was to charge off the clock (fare agreed before they set off with the punter) for a journey that was under 4 miles over the borough boundary. What could the council do if they had proof?

If the scouse council won't allow for fares upfront will they also not want money upfront when someone nips in to renew their yearly taxi plate?

I suppose the council might take action under the bylaws, but the courts will remind the council that statutes trump bylaws.

In effect the council have a rule/law/condition/bylaw that has no legal standing.
