Errm? Because we're governed by people who run buses?
I've always been concerned about the conflict of interest between the bus section of the T&G and their Taxi Section. I wonder which side would be victorious if the Government tried to implement legislation that further encroached on the traditional passenger base of Taxis? We've seen the invention of so called Taxi buses and flexible transport, I believe there is more in the pipeline. The people best placed to exploit these changes I speak of, are our natural competitors, bus companies.
It should be remembered that in this day and age buses don't only travel along bus routes they also form long queues likened to Taxi ranks, waiting for the public at concerts, night clubs, football venues, exhibitions, etc etc.
They act like taxis and no one gives a chit. They are not policed by their own enforcement officers and I have only ever read of one bus operator being prosecuted for illegaly plying for hire. And that particular incident concerned bus registration which had lapsed and nothing to do with what we understand as plying for hire.
Section 19 of the 1985 Transport act covers buses plying for hire but you will be hard pressed to find a prosecution under that section or any of our own taxi legislation?
