Certainly not, and I doubt if whoever drew up that list knew the substantive difference either. Or, at least, they thought the term 'taxi' covered both bases.

And I doubt if the person who drew up the list meant to actually exclude PHVs.

(For the avoidance of doubt, my earlier comments about excluding PHVs weren't meant to be taken entirely seriously [-( )

in 2000 taxis were Excluded locally unless you had a county council school contract this was stipulated to all petrol stations by Lincolnshire county council as I believe they have the final say

Many taxi/PH drivers don't know the difference.

Things are getting better down here, but it's still miles away from normality.

Most petrol stations are open, but all have queues. Some just a few, most a couple of dozen cars queuing.

The benefit the taxi/PH trade had in 2000 was that there was always diesel available, even in places where petrol had run out.

Since 2000, up to maybe 2018, loads more diesels were put on the road so that benefit has gone.

I just went to fill up at our local Tesco. No queue whatsoever. I am told that it is the same on the other side of town at Tesco Express.
