My point was about councils that wouldn't license them, not the buffoons that buy them out of choice.

Just added two new questions to my passenger survey form
1) If they regularly take notice if the cab is licensed before getting in.
2) After questions on experiences did they know if it was a licensed cab and driver or not?

That may help.
