Can anyone help me then? When we have our meters can we set a rate lower than the tariff as our starting price and can we alter "waiting Time" i.e to start after a certain grace period. Or do all meters in area have to be set the same?

If you check out Liverpool vs. Curzon.......its on here somewhere, you might just be able to get away with it.

For PH you can do whatever you like with the meters (as a firm here has done), but you cannot set them to charge a higher rate than the council sets. For HC they have to be set at the council rates, but you can charge less (not more) than the metered rate, ie discount the fare shown on the meter.

I'm sure this is the case or someone else will correct me.

Just have them set at the council rate and discount to your hearts content. Put it this way, if your fares are well below what is shown on the meter, your customers will be very happy indeed. However your drivers may not be so happy.

You can still have your fixed rate fares, providing the end fare is less than the council's tariff.

The case the Captain highlighted is all the evidence you need to stay legal.

So the only difference you will have with meters, to your current situation, is that you are going to have to fork out for something you will not use.

However I suspect that in the years to come the meter price will be used by the vast majority of your local trade.

you can have a tariff one at the council rate.. and then tariff two at your own rate... as long as that rate is cheaper than the one set up by the council... perfectly legal

Our council set 4 tariffs and most of our meters can only accept 4 tariffs. How would this work for us?

I think I will just stick to the council tariff. I can't see the point in buying a new meter just so that I can charge less.

Sensible move, especially considering you can already offer a discount on the metered fare.

Well charging less than the official tariff is certainly legal, but I'm not so sure if showing an unofficial tariff on the meter is.

It is as far as PH go, as one of the firms here has its own tariffs and times, set at below the council rate. But for HC (I think) they have to display the council rates, but can then charge what they like as long as it is not greater than the LA rate.

This is what I did, I have now changed it to discounts off all fares over £3.00

If you already have a meter all that's required is to get it set to the councils tariffs, they then check it over a measured mile and seal it.
If you charge extra like the rest of us, after say 10 PM to 7 AM the meter can be set to charge this automatically as most new meters are time and calender controlled
waiting time can also be negotiated with the council so if the meter is on and the cab stops in traffic the clock takes over and can click over at £0.10p every 30 seconds or how ever long you want it to

All tariffs and waiting times set by the council must be displayed on a sheet in the cab

If you go to www.phtm.co.uk near the back you you will see the tariffs for the whole of the UK, just pick one near the middle and get the council to agree on it
