Well I can fully understand the reluctance of anyone spending a fortune on a taxi to then allow the general public (bless their cotton socks) loose in the back of it.
I can also see that the peace of mind of the owner, about the whole situation, increases the longer they keep the vehicle for.
And that raises the issue of the price of the vehicle. Surely a premium of 50% on the price of a PH saloon vehicle would be the maximum that an owner would consider a reasonable price to pay for a hackney carriage.
So if a PH vehicle were in the price range of say 12 - 15k that would make the HC price range 18 - 23k. And with a ceiling price of 23k it would be economically feasible to keep a fleet of hackney carriages all under 5 years old.
Anything above that ceiling of 23k would be putting the price firmly into the executive vehicle bracket, where there is every justification for not allowing just anyone to travel in it (late at night for instance). And it now becomes much more difficult to justify imposing an age policy on such an expensive vehicle.
Both these latter points, I believe, are very important from the value to the customer point of view.
