The limo argument is mostly irrelevant because vehicles and drivers who are not licensed since Jan 28th now fit into the category of “unlicensed” private hire or in the case of PSV legislation unlicensed “Public Service Vehicle”. For the purpose of licensing therefore the only thing that matters is the use to which the vehicle is put and not the make, model or type of vehicle being used for the licensed activity.

I think its about time that someone exposed the nakedness of the argument offered up by unlicensed operators that they are somehow operating legally when they don’t hold a valid operators license. This was the attitude taken by this Brighton outfit who stated, that just because they had always operated that way, that it was perfectly legal.

From where I’m standing the “unlicensed” limo fraternity looks to be held together by nothing more than perforated fig leaf and I think in a very short period of time they will soon get the message that all aspects of "hire or reward" require a license.

I can visualise a plethora of court cases before the unlicensed get the message but that is only to be expected.
