Sorry Andycable , but you are the NUGGET, I think what Sussex was referring to was the part relating to the LA, I am a Brighton PH and can charge whatever I like as long as I display a tariff card in the car showing what tariff I am charging.
I do NOT have to notify the LA of anything as they do NOT control my fares!, but having said that, being on a circuit that has both HC and PH we all show and charge the same rates,

This bit;

Local Government (Miscellaneous Provisions) Act 1976

55
Licensing of operators of private hire vehicles.

(3)A district council may attach to the grant of a licence under this section such conditions as they may consider reasonably necessary.

I was alluding to the bit about telling a council what you are charging.

Unless you are of the opinion plumber/window cleaner/decorator or builder have to inform their councils of their rates.

Well yes that covers everything, but doesn't necessarily mean the condition is legal.

In my view a court would laugh it out of the building.

Should being the operative word.

If . .

Could. .

or maybe never.

Its not even clear yet what separate licensing will apply to London, the law commission seems happy in the main to leave us alone accepting you're not really going to get a more rigorous taxi licensing system.

What about the repeal of plying for hire without a relevant licence?

No offence will be committed until the minicab takes an unbooked job

You will have ranks of minicabs everywhere with a booking office at the head of it and hi-viz jackets touting (again legally) all the work
