For the benefit of Fairplay and Doom:
People have rights, some would say inalienable rights intrinsic to being human. These rights supersede all other legislation. The rights, of the individual comes first. Your rights do not play, second fiddle to the CGSA, or council policy. The fact is, if you have a situation where legislation or its interpretation is being used to breach the rights of an individual or group the law would be changed, as it would no longer be deemed acceptable to allow it to continue. This is why Human Rights Legislation is so powerful. The difficulty is funding a lengthy court case to enforce those rights.
I have spoken to lawyers who have said as much, and more, when it comes to council hearings and taxi licensing.
Oh and the bad news is, (this if for Doom) whatever you “invest” it's irrelevant.
