Concern over power of new "super councils" to impose road taxes

Sunday Telegraph, January 4, 2009, 12

The Local Democracy, Economic Development and Construction Bill 2008 Sch.6 includes proposals for "combined authorities", made up of two or more local authority areas, to impose "local charging schemes". The move has prompted concerns that the new authorities, which are not directly elected, will be granted powers to introduce new taxes on driving and parking.
