Fears over Cumbrian children ‘alone’ in taxis CUMBRIA County Council has completed a review into its use of taxis to take children as young as four to school following fears they could be travelling alone. The local authority has received no formal complaints about the service, but has said it could assess the future need for escorts on a case-by-case basis. The review found the council offers more help than other local authorities, allowing four-year-olds to get free transport although there is no statutory obligation to do so until a child turns five. Currently, 323 reception year pupils in Cumbria travel on 150 designated school routes. Of these, 18 routes have an escort and a driver, largely because there are pupils on board with special educational needs. The other 132 routes only have a driver present – 93 are coaches or buses and 39 are vehicles that have less than 16 seats. A check of its records found the county council’s school transport service has just one child under the age of six that travels unaccompanied – and the youngster is approaching its sixth birthday. A council statement said: “The child is travelling with the same Criminal Records Bureau-checked driver day-in, day-out and the driver is trusted, respected and liked by the child’s family.” The council added that it could be difficult to recruit escorts. “Like school crossing patrollers, the work involves being tied to certain hours of the day but doesn’t actually constitute many working hours,” a spokesman said. “It is unlikely that it would be possible to provide escorts on all school transport involving under six-year-olds, and indeed seems unnecessary, as there have been no requests to do so. “Most escorts are employed by the transport contractors themselves and they have tendered for routes without escorts and many would be reluctant to employ escorts at this stage, if at all. Some have said they would give up a route if they were asked to employ escorts for the route. “Nevertheless, the council could assess the need for an escort on a case-by-case basis when they are requested and introduce them when it is appropriate and a suitable escort can be found.” County council deputy chief executive Jill Stannard said it had been discovered that Cumbria’s policies were in line with those of other local authorities. |
