West Lancashire Men Prosecuted Over Taxi Driving Licence Application

Three men from West Lancashire have been prosecuted for not declaring convictions when applying for taxi driving licences.

Christopher Day and Carl Roberts from Ormskirk and Kevin Norris from Skelmersdale all appeared in court with charges of recklessly omitting material particulars.

All three were interviewed under caution by senior licensing officers at the council who then decided to prosecute the men.

Mr Day, of Chapel Street, appeared at Ormskirk magistrates court on April 2, 2009 and pleaded guilty to the charges plus making a false statement.

On September 2, 2008, Mr Day applied for a private hire driver licence. The subsequent DVLA and CRB check showed Mr Day had not declared a number of convictions including driving without insurance.

Mr Day was ordered to pay a total of £165 by the court.

On October 28, 2008, Mr Roberts, of Southport Road, applied for a licence and a DVLA check showed he had four court convictions which he had failed to declare.

Mr Roberts later admitted that three of the convictions were applicable to him and pleaded guilty by letter to two charges of recklessly omitting material particulars at Ormskirk magistrates court on June 4, 2009.

He was ordered to pay a total of £265 by the court.

Kevin Norris, of Fairlie, Birch Green, applied for licence on October 30, 2008. A CRB check showed that Mr Norris failed to declare several offences.

Two charges of recklessly omitting material particulars were proved in Mr Norris’ absence at Ormskirk magistrates court on June 4, 2009. He was ordered to pay a total of £365 by the court.

Cllr Andrew Fowler, Cabinet member responsible for taxi licensing, said: “The Council’s top priority is to protect the safety of people who travel in taxis, so all applicants must declare every conviction and caution recorded against them to allow the Council to assess whether they are fit to hold a licence.”
