8.2.2
On this basis the authority has discretion in its taxi licensing policy and may either:

continue to limit the number of vehicles at 1,296;

issue any number of additional plates as it sees fit, either in one allocation or a series of allocations; or

remove the limit on the number of vehicles and allow a free entry policy.

This paragraph sugests that they may not issue any additional plates.

btw the survey is a recommendation
halcrow cant tell the council what to do!!
they can only suggest the best course

So in one of the deepest recessions the UK has faced, which has effected the Edinburgh banking sector severely, Halcrow still find SUD and say at least 30 plates must be issued. :shock:

I haven't looked at the survey too much, but in the conclusion is states that 27% of folks waiting for a cab have simply given up waiting and taken another option to get home.

I must say, I am surprised Edinburgh havent taken a leaf out Renfrewshires book & ordered Halcrow to resurvey siting 'economic downturn'.....Alastair Campbell must be working for Renfrewshire Council licensing

With the numbers of unemployed rising, it would be better to fully de-restrict, and I was under the impression Glasgow had already done so but apparently not,
The powers that be say go find a job, those that know where a job is cannot for some half dead idiot that thinks its better to restrict the trade in the council towers

I liked the part in the report that says the council should consider applying the best practice guidance and start licencing as many different types of vehicles mainly pointing out where are the saloon hacks??

So what your saying is, lets all go down together ! C'mon ! to hell with de-restriction..You'd be better re-opening the colosseum and having a game of last man standing !!

Every man or woman should have the right to work for themselves without having to resort to paying extortionate rentals, and killing themselves in the process by working long hours to get it, by de-restricting in all areas it would be everyone for themselves the good will last the ones who cannot be bothered wont , yes your right last man standing sums it up

You get the part-timers moaning how much it costs to run their cabs and doing one job per hour. They eventually decide to give up & just do the other full time job. Then there are the semi-retired looking for a bit extra to make-up their pension, they not so hard to get shut of :cry: :cry:

You're forgetting... the ones that are on a pension.... usually ex-army... 200 pound a week before they start..... they usually do very well..... and also want everything for nothing

The way I would instigate this is, one operator/ owner driver per cab, if that owner wants to put a driver in to cover time off, they must pay the minimum wage to that driver
Once the council issues the plate it belongs to the cab for as long as that cab is on the road, or until the cab is exchanged for another
It cannot be traded in any way, if an operator/ owner driver packs in the plate must be returned to the council
