Cabbie Ordered Off The Road

A taxi driver has been ordered off the road for six months after driving without a licence.

Rossendale Council's Licensing Committee heard that Kamran Hussain Shah, 23, had been driving a Hackney Carriage without a licence.

It also heard that Shah, of Schofield Street, Rawtenstall, had driven a private hire vehicle without a driver's licence or a vehicle licence.

Shah was seen driving a licensed hackney carriage on 3 December last year near Haslingden by the council's licensing manager and a senior enforcement officer.

He pleaded guilty to the charges on 17 August at Rawtenstall Magistrate's Court.

As well as the ban, he was fined £295 and got eight penalty points on his licence. He was also ordered to pay £400 costs and a £15 victim surcharge.

Councillor Jimmy Eaton, chairman of Rossendale Council's Licensing Committee said: "People want to know they are safe and secure when they use a local taxi.

"This is why we carry out spot checks in the interests of public safety and to make sure that the drivers and taxis on the road are fit to carry passengers.

"These checks also mean that local people can have confidence that when they use our taxis everything is safe and in order.

"Unlicensed drivers in taxis who have not been properly checked out by the council to make sure they are suitable to drive a taxi undoubtedly pose a greater danger to people using them.

"Rossendale Council takes licensing offences very seriously and where we have sufficient evidence to bring a prosecution, we will."

It would be interesting to know if the PH Operator was penalised in any way for allowing an unlicensed thus uninsured driver to work their system :?

A number of things from this make me wonder;

Firstly he was seen in December last year, he was in court in August, that's 10 months to get him to court.

Secondly the article states;

If the vehicle wasn't a private hire vehicle then it wasn't a private hire vehicle and he didn't need a PH license surely?

As for the LA.....I'm quite sure people are confident in them when it takes nearly a year to get someone nicked.

I would guess he was pleading not guilty, hence a trial was needed. Then you have to set a date when all witnesses can attend, a nightmare in itself.

Then everyone turns up at court for a day's hearing and he changes his plea when he sees everyone is there. Thankfully he only gets a little discount for his late guilty plea.

That's like saying those unlicensed stretch things don't need a PH license. :?

But he might have been driving his own private car......surely that is still allowed? :wink:

If he has taken work via a radio then it doesn't matter what he was driving, he was still working PH without a license.
