It is aimed at everyone, so I would imagine that includes thee and me. It runs parallel with your disclosure system, so I, again, would imagine in time we will be bought under that banner as well. But it's worth remembering it's a one off payment to go on the list, and you stay there until such times as they remove you. Once removed you are f***ed.
