The upshot of that seems to be, regardless of apparent intent, all a non-payer needs to do to get out of paying is to dispute the fare. I wonder what would happen or how loud they would scream if they were put on a black-list and couldn't get a cab because they had form for disputing perfectly legitimate fares.
