Norwich taxi driver calls for changes to rules

A taxi driver is making another bid to allow a new-style black cab to be used on Norwich's roads and hopes this time the council will grant his application.

Paddy Keenaghan has applied to use the new Peugeot E7 as a hackney carriage that people could flag down and claims it will be more environmentally friendly, cheaper and have better disabled access.

The E7 does not meet the current hackney carriage vehicle specification and Mr Keenaghan wants the council to amend, or make exception to, the current specification to allow the E7 to be licensed as a hackney carriage.

A previous application from Mr Keenaghan to licence the E7 was refused by the council two years ago, when members resolved to reaffirm the existing policy of permitting only vehicles that meet the existing hackney carriage vehicles specification to be licensed as hackney carriages.

Following the determination, he sought a judicial review of the committee's decision, but these proceedings were withdrawn in July as part of the terms of settlement and the council agreed to consider a fresh application for this particular vehicle.

Mr Keenaghan said: “I've been trying for this for three years. I want this new cab because it would then give us a choice of vehicle. At present we can only use TX taxis (also known as conventional Metrocabs), which are the only ones made to this specification. The taxi I have applied to use is 95pc identifiable in all other UK councils.

“The new taxis will be better for disabled people, who will face forwards in the cabs rather than backwards, and hopefully next week the council will give us permission to have it registered as a taxi. After that I could have it on the roads within weeks.”

The application will be discussed by the council's regulatory committee next week. Councillors have two options - to reaffirm the existing policy of permitting only vehicles that meet the existing hackney carriage vehicle specification to be licensed, or to agree to revise the existing hackney carriage vehicle specification.

If members agree to revise the specifications, then the Head of Legal, Regulatory and Democratic Services will be instructed to review the remainder of the existing specification and to bring a report to a further committee.

The regulatory committee meets at 11am on Tuesday, November 24 at Blackfriars Hall, The Halls, St Andrew's Plain, Norwich
