If it is a question about public safety, ie lots of pedestrians walking about, I think the police have the powers to stop traffic if they think it necessary.

If there are no signs on a road saying restricted Access between these times is it illegal to go down that road? We have Taxi Ranks on this road but for 15 minutes every Friday and Saturday night they close throad off so the night busses can load up with our punters. I had a bit of a spat with a copper last night over the above road, they've got Marshals stopping Taxis going to the rank when the buses are loading up, when we eventually get round there all the punters have gone.

I've checked with County Hall and there's nothing in place for that street, there's on in place for for a street round the corner but none for the street in question.

But they still have to justify it, as they do any of their actions. If I was in Nigel's shoes I would e-mail a complaint to the Chief Constable, by law he must reply.
