Ewell cabbie loses appeal to get licence back after complaints A cab driver who had four complaints made against him last year has lost an appeal to get his driving licence back. Romaid Affram, 54, of Kingston Road in Ewell, had four separate complaints from members of the public over the last year, including overcharging, hazardous driving and failing to exchange insurance details following two road traffic incidents, Epsom and Ewell Council’s Licensing Sub-Committee heard. The Council decided Mr Affram was no longer fit and proper to hold a private hire driver’s licence. Mr Affram had appealed against the decision but on February 22, Licensing Sub-Committee members decided his licence should be suspended for a period of 12 months, or until he had undertaken the Driving Standards Agency Private Hire Assessment. If Mr Affram fails to undertake the assessment within the year, he must return to the Licensing Committee. Councillor Neil Dallen, Chairman of the Licensing Sub-Committee, said: “The Council has a duty to protect the public and the Committee felt that because of the seriousness of the allegations, Mr Affram should not have his private hire driver licence returned to him unless he can give evidence that he has a greater awareness of road safety and the law.” http://www.epsomguardian.co.uk/news/ |
