Many local authority licensing departments will attempt to refuse an application without a vehicle.

Obviously if their is a numerical limit in place, and your application is required to go in front of a licensing board, you will not want to fork out money for a vehicle that may not get licensed

This can be overcome by informing the licensing authority that the vehicle you will operate will meet all of there existing requirements


The following template could be used -



YOUR NAME

ANYTOWN COUNCIL

ANYTOWN
ZZ1 1ZZ


Dear Sir

CIVIC GOVERNMENT (SCOTLAND) ACT
APPLICATION FOR GRANT OF A TAXI LICENCE

I refer to the enclosed application in respect of the above noted licence and write to advise you that I do not have a vehicle at present.

However, I do wish to advise the vehicle which I intend to use for taxi purposes will conform with all of your authorities vehicle licensing conditions
(YOU COULD ALSO STATE THE CONDITIONS THEY IMPOSE HERE)
