I don't think your cab office have the legal powers to demand to see your books. Only HMRC can do this as far as I'm aware. Could be wrong though.

the enforcement officers only need to question the plate owners about repairs,what garage,the cost etc,i can name the price and garage on every repair on my cab but it would be impossable to try and remember this info if it was just told to me by someone hiring my plate,i learnt 2 names of hired plates that were pulled today, one was sucsessfull ,the other i know wasn,t hired out but it did look like it was i still operating,there is a lot of suport for ridding the trade of hired plate including many who were hiring plates the first time they were chased
