Council presses ahead with taxi tariff changes


TAXI drivers say they are being ignored after North Devon Council's licensing committee recommended changes to its price tariffs and policies.

But councillors say only eight of the 280 registered Hackney Carriage drivers in North Devon had responded to a consultation — which asked them what they wanted with regards to tariffs and policies.

Six taxi drivers attended the licensing committee meeting at Barnstaple's Civic Centre on Tuesday.

Licensing manager David Bennett explained the results of the consultation which took place in June.

The council sets a maximum tariff taxi drivers can charge for journeys.

Some drivers wanted to see all tariffs increased while others wanted to see a higher initial charge followed by a cheaper rate per mile thereafter, to match cities such as Bristol and Plymouth.

The council proposed standard fares should increase by around ten pence per journey, while night rates and charges for larger groups should decrease by around 20 per cent.

The meeting also heard several representations were made by elderly residents, asking that night rate charges commence at midnight rather than 11pm.

Councillor Pat Barker said it was important to consider the time at which night rates started.

She said: "We don't want to discourage pensioners from going out at night, it would be detrimental to a lot of businesses."

It was also proposed calendar meters be made compulsory for all Hackney Carriages and that an annual review of the tariffs be introduced to allow for petrol and insurance price increases.

Barnstaple taxi driver Bob Lethbridge, who is a UNITE union representative, told the meeting that 70 per cent of taxi drivers were "part-timers who have other jobs or claim benefits".

Phillip Payne, of P&P Taxis, said: "Drivers are their own worst enemies, they've been undercutting and slicing each others throats for years. All meters need to be the same so it makes no difference which taxi people get in to – why is that so hard to understand?"

Gordon Guest, of Boxers Taxis, said: "The verbal abuse we get from drunkards in the early hours of the morning just isn't worth such a small rate."

Councillor Roy Lucas said he was disappointed more taxi drivers didn't turn up to the meeting.

He said: "These guys say they want to earn a living but how are we supposed to act in their interests when we get hardly any response to our questions?"

Councillor John Mathews told the meeting he and Councillor Barker had been trying to come up with a solution to tariffs for the past four years.

He said: "Just when we thought we'd worked out an agreement with some of the drivers, the rest of them pooh-poohed it. Unless these drivers speak with one voice they will never be satisfied.

"Everyone in this room knows there are far too many taxis in North Devon but there's nothing we can do about it."

Members eventually voted unanimously to recommend the proposals for approval along with an amendment for night rates to start at midnight.

The recommendations will go before the council's executive committee on August 9.

Just shows they take full advantage of the trades Apathy, an Apathy fuelled by lack of drivers time because there are too many taxis out there and not charging enough for the fares...its a wicked and vicious circle!
