From East cambs Licensing dept regarding Sooty


Hello Mr XXXXX

I can now advise you that due to a licensing enforcement exercise carried out on 12th May 2011, which involved the Police VOSA and Licensing Enforcement Officers Mr Edwards is now due to appear before Cambridge Magistrates Court on Thursday 19th January 2012. He is being prosecuted for acting as a private hire driver without holding a licence, taking a private booking without holding a private hire operators licence and acting as a private hire driver without holding a joint hackney and private hire driving licence.

Mr Edwards was prosecuted separately by the Police for driving a vehicle with three bald tyres, driving with no insurance, and driving otherwise than in accordance with his DVLA licence.
The penalties imposed by the court were as follows:

8 points on his licence
£1800 fine
£85 costs
£15 surcharge




We have been dealing with Mr Edwards for over three years and have tried very hard to achieve him licensing his business, this has been a very long, time consuming and frustrating experience for all involved.

we used to have a driver down our way that regularly worked well over the drink drive limit several drivers complained to the police it took them 3 years to finally catch him !!!!!


The wheels of enforcement often move very slowly indeed

Sooty is well know in the limousine game. He has never been licensed. He has also been convicted for avoiding duty on a few ciggarettes. Do a google search for Sooty and stretched limousines and he will come up trumps.

It's worth pointing out here that that £1,900 outstanding will have to be paid, or the chap will go to jail. :D

From East Cambs council Licensing officer regarding (Sooty)
Dear Mr XXXXX

I think you may find this satisfactory.


I am pleased to confirm that we had a successful result yesterday in court - Mr Edwards was fined the sum of £2,700 (3 x £900 per offence) and ordered to pay costs in the sum of £3,493.89 and victim surcharge of £15, making a total of £6208.89.
Mr Edwards did not appear in court and I was therefore able to prove the matter in his absence.

The magistrates asked a number of detailed questions and when giving the result, the Chairman commented that they felt Mr Edwards had total disregard for those persons already licensed and they were happy to award a fine in the upper region of the range they could (the fine was level 3 which is £1,000) because the offences had taken place over a long period of time.
