Following the meeting of the Environment and Community Safety Committee on 24th Jan, the present Taxi Forum is to be formalised. It is expected there will be 8 trade representatives. Appendix 1

1. Terms of reference and constitution for the Falkirk Taxi and Private Hire Car Forum("the forum")

1.1 The forum exists to provide an opportunity for it's members to keep the operation of taxi licencing in Falkirk under review and to offer advice and make reccomendations to the licensing authority.

1.2 Any taxi or private hire organisation/individual licence holder wishing to join the Forum must make an application in writing and send it to the Licencing section and this will be considered once a vacancy arises.

1.3 All members of the Forum may place items of interest on the agenda for consideration and information.

1.4 The Forum will meet quarterly and meetings scheduled in advance.

1.5 Additional meetings may be scheduled if requested by the members to discuss areas of particular concern or to respond to new legislation.

1.6 The Forum will disseminate information to the trade via minutes published on the Council's website to ensure all licence holders are fully informed of the latest policies and procedures.

1.7 The Convener of the Forum will ensure that the recommendations of the Forum are forwarded to the licensing authority.

2. Membership

2.1 Trade Members: the Forum shall be limited to 7 Taxi (driver/ operator) and 2 Private Hire Car (driver/operator)

2.2 Non-Trade Members, representatives from:

Central Scotland Police

A person representing disabled people

Representative from a group representing hoteliers /Pubs/Clubs in Falkirk

The Convener of the Environment and Community Safety Committee.

Opposisition spokesperson for Environment and Community Safety Committee

Members of the Public (3)

3. Meetings

3.1 Servicing of the meeting is the responsibility of the Licensing Section

3.2 The main Forum will be chaired by a member of the Forum who will be appointed at the first meeting each year.

3.3 The agenda and any relevant papers will be sent to all members where possible 14 days prior to the meeting. Agenda items from the membership should be sent to the licensing section no later than 21 days prior to each meeting.

3.4 The minutes which are agreed as accurate at the next meeting will then be published on the Council's website.

3.5 The Forum may establish a sub-group of at least 3 members to progress particular areas of work agreed by the membership. Working sub-groups can appoint their own chairperson who will be responsible for reporting back their findings to the Main Forum for consideration.

The meeting to agree to the trade representatives is today. I will be attending, but as there are 3 reps from Grangemouth companies it may be the only meeting I attend this quarter. I'll keep you posted

edited to added the page I missed earlier

I am to be a representative on the Forum. The first meeting won't be convened till the Summer due to the Local Elections.

Should a good mix of trade, council, police and general public. The town Centre manager is also expected to take an active part.
