Aberdeen Council to re-regulate numbers and go 100% WAV?


The licensing committee of Aberdeen council is to meet on Tuesday 17th April to discuss and resolve taxi numbers and taxi licensing policy within the area.

At its November 2011 meeting the Licensing Committee considered a presentation and a Taxi Demand Survey by the Transport Research Institute, Taxi Studies Group, Edinburgh Napier University.

The committee during November accepted the report pending clarification of certain details, these include a review of taxi ranks within the area and the consequences of changing the policy towards 100% wheelchair accessible vehicles.

The 100% WAV policy is being recommended as fairer the best option to comply with the Council’s public sector equality duty.

Councillors are being reminded that the case Wilson v Aberdeen City Council, recommended that the Council would best meet the equality aim of its wheelchair accessible vehicle policy by setting a date by which all vehicles required to be accessible. Some have cited the unfairness of only some drivers being required to provide a wheelchair accessible vehicle, which can be more expensive to purchase. It is also suggested the policy will eliminate the unofficial market in the hiring of saloon taxis.

In a recent survey 50% of members of the public advised that having a wheelchair accessible fleet would positively encourage them to use taxis more often (whether or not they themselves had a disability).

Councillors are being asked to cap taxi numbers and set a date of April 2017 for all licensed taxis within the area to be wheelchair accessible.

I hope the LA adopt the revised deadline......at least the report acknowledges the costs of running a WAV compared to a saloon, the mixed fleet argument is dead in the water.

Looks like Russel will need more radio's then,
But have they taken into account the new best practice policy where it clearly states mixed fleets are the best policy

Council to consider introduction of cap on Taxi Licences

Aberdeen City Council's Licensing Committee has ordered a report into its policy on Taxi Licences in the city.

At a meeting of the Licensing Committee today (17 April) the Committee agreed a report should be composed recommending a limit on the number of taxi licences in the city and amendments to the wheelchair accessible vehicle policy.

The Committee removed its previous limit on licences in 2006 but the report will now recommend imposing a new limit on the number of taxi licences issued in the city.

In conjunction with a Committee approved limit on licences the report will also recommend an amendment to the council's wheelchair accessible vehicle policy requiring all taxi licence holders to provide a wheelchair accessible vehicle by April 2017.

As part of the report officers will consult with the Taxi Consultation Group, Disability Advisory Group and the Older People's Advisory Group over the council's wheelchair accessible vehicle policy. The results of the consultation will be included in the report along with any additional officer recommendations.

The report into taxi licences follows a Taxi Demand Survey by the Transport Research Institute, Taxi Studies Group, Edinburgh Napier University, which carried out a study of the city's taxi fleet last year and made a number of recommendations for changes to the current taxi system in the city.

Committee Convener Councillor Kirsty Blackman said: "Officers were instructed to look at the Survey and assess what the adoption of its recommendations would mean for the city and its taxi fleet.

"We cannot impose a limit on the number of taxi licences without making amendments to the wheelchair accessible vehicle policy and this report acknowledges this, making it clear they should be considered together.

"We have considered the desirability and consequences of imposing a limit on the number of taxi licences as part of a wider package of measures to enhance the supply of taxis in the city. Now officers will consult with various bodies and produce a definitive report for the Committee to make a judgment on."

The report is expected to go before the Licensing Committee on 6 June.

ashame it could'nt happen down in dundee, the taxi trade has gone to $hit over past few month's in this city. no work from either ranks or radios because of too many ph cars coming on, saturday nights is like the rat race in town nowadays #-o :roll:

Is that the same lot that was going drinking in the pub when smoking was banned?


Anyway it's a move in the right direction, if you want in now show yer £30k or do one.

I did not know a Diablo cost that much.
They can use any vehicle that is wheelchair compatible up there

Well that will be even more PH on the roads up there, if the hacks are struggling now when the time comes to change vehicles, what will it be like then
