Is that the same as the DSA Test that lots of areas already have?

The post sugests that it is the same test that you take to get your license in the first place.

3.4. Driving Proficiency and Qualifications

3.4.1. The Driving Standards Agency (DSA) first introduced a practical driving test specifically designed for hackney carriage and private hire drivers in 1999. All new applicants for drivers licences will be required to produce evidence that they have successfully completed the DSA practical driving test. Drivers of wheelchair accessible vehicles should also have undertaken the DSA wheelchair exercise.

3.4.2. All existing licensed drivers will be required to produce evidence that they have successfully passed the DSA practical driving test at the first renewal of their licence after 3 years from the adoption of this Policy. The DSA wheelchair exercise will also be a requirement for drivers of all wheelchair accessible vehicles (private hire and hackney).

You could all appeal to a magistrate,
I would expect new applicants to do this test, but not someone who has been doing the job for years

I reckon the DSA test was adopted in December 2010 and became policy on 1st April 2011.......I also reckon the original posters taxi license is due for renewal?

Never come across a council getting all drivers to do the normal DVLA test, but it's not uncommon for a council to require all drivers to complete the DVLA taxi test.

Methinks this could be a double-edge sword, as no doubt it will cull the trade of drivers.

However if you want to fight it I would ask them exactly why they are doing what they are doing. Then you know what avenues you need to take.

Will you and me need to sit a Scottish Driving test Skip if the Indies win...as our old UK licence will only be good for driving south of Berwick. :-k

You only have to negotiate the one way system in Gala in under 1min 45 seconds to pass
I still have my full German licence to fall back on :D

Toots why not new drivers only I don't believe that they should pass the full test just be able to take an examiner from point A to point B in a safe and smooth manner say a half hour test
