Three days after being told by Ruth Jeffs, area manager of Jacobs Consultancy Birmingham office that Ian Millership had left the company, he miraculously turns up in Knowsley disguised as a Jacobs employee.

I am eternally grateful for the intervention of Miss Jeffs because it not only shows that some of Jacobs unmet demand surveys are massively flawed and inaccurate, it also shows that the voice of Jacobs namely "Ruth Jeffs" is quite partial to lying.

I am sure Ruth Jeffs had a good reason for lying to me on September 19th when she said, "Ian Millership had left the company", especially when Jacobs produced such a polished work of art for Edinburgh City Council. However, she was rather complacent to think the matter would not be revisited.

LICENSING COMMITTEE

At a meeting of the Licensing Committee held in the Council Chamber, Municipal Buildings, Huyton on Thursday, 22nd September 2005, the following Members were

Apologies for absence were submitted on behalf of Councillors N Hogg, Ms L Moorhead-Taylor, L G Nolan, D Smith, Mrs S Smithson and Mrs M Sommerfield.

10. MINUTES

The Minutes of the meeting of the Committee held on 28th July 2005 were received as a correct record and signed by the Chairman.

11. DECLARATIONS OF INTEREST

The Director of Corporate and Customer Services’ representative reported that no declarations of interest had been submitted by Members.


12. THE PROVISION OF HACKNEY CARRIAGE AND PRIVATE HIRE

SERVICES IN KNOWSLEY

The Committee considered:-

(a) The report of the Director of Corporate and Customer Services which set out the findings of a study undertaken by Jacobs Consultancy on the provision of hackney carriage and private hire services within Knowsley; and

(b) A presentation by Ian Millership, of Jacobs Consultancy, on the key findings of the study.

RESOLVED -

(i) That the report, and presentation, be noted;

(ii) that the existing policy to limit the number of hackney carriage licences in Knowsley to 240, be retained;

(iii) that Officers reply to the Department for Transport (DfT) letters of 16 June 2004 and 8 June 2005 stating the Council’s decision to maintain its current limit on the number of hackney carriages and the justifications in support of that decision;

(iv) that officers be instructed to implement the recommendations contained in section 6 of the Jacobs Consultancy report dated August 2005;

(v) that Licensing Officers be instructed to work with colleagues in the Department of Regeneration and Neighbourhoods to agree the insert relating to taxi and private hire services in Knowsley for the final Local Transport Plan; and

(vi) that in view of the issues highlighted in the report, following consultation with hackney carriage vehicle operators, relating to incidents of violent behaviour by patrons in the Cherryfield Drive area of the Kirkby Town Centre, the appropriate officers be requested to liaise with Merseyside Police to ascertain the action to be taken to address such problems and a report thereon be submitted to the next meeting of the Committee.

Minutes 10 to 17 received as a correct record the 27th day of October 2005.

Dear all

As this reference to me in 2006 keeps resurfacing, I'd like to confirm I'm still alive and well and making lots of positive contributions to the taxi world.

And, for the record, the reason I appeared at Knowsley under the Jacobs banner when someone else said I'd left them was simple.

I chose to move on from Jacobs to another company who offered me better opportunities.
The week after I left was the presentation to Knowsley.
For the sake of the client, and the taxi trade there, I agreed to attend the presentation under the Jacobs banner even though I was at my new company, though Jacobs made it clear I couldn't publicly mention the other company...as you would expect.
So my Jacobs colleague told the truth, and as they say, the truth was stranger than fiction, but easily explainable.

Till now I haven't been able to tell this story as big companies have contractual restrictions.

I'm answering this on my own account, so any questions now welcomed!

As far as I'm concerned, I do my best to do an honest job gathering all the facts and making an honest decision, explained as much as I am able within the confines of each job (usually a time constraint by having to meet deadlines for submission to commitees).

I obviously can't speak for others and it often seems to me that - with the final decision down to Councillors - the issue is more often with their opinions and views, and sway, than necessarily with anything I write....but as lots of trade and licensing officers will tell you I do my best to marshal the facts and tell the best possible story with the information I am given or I unearth.

However, the overall taxi trade is so complex that I'll admit it's not always possible to uncover the whole truth, the full truth and nothing but the truth but I'm known for trying to do so. All honest and open criticism is taken on board where possible...

So, if you are aware of a study coming up for tender, please let me know as I'm keen to work on as many studies as I can - and please ask if there are related topics I can help with too.....

I would be interested to know exactly (or roughly) what % of SUD surveys actually find SUD.

And if they do how is that SUD going to be met when those extra taxis are going to be driven by those already failing to meet the existing SUD. :-k

Why not e-mail all those councils that still restrict and ask them to put you on their tendering list?

I've been in touch over a long many years with as many licensing officers as I can, but changes in staff are hard to keep up with - hence the plea for knowledge of any studies people become aware of - the more ears the better!

Ian, did you miss my questions?
