"Whatever the legal requirements may be, it is obviously dangerous for a toddler not to be strapped in a seatbelt or a baby seat," said Mr Drummond-Smith.

"The taxi company believes in this case it is exempt, we believe it is not, and we are seeking legal advice on the matter.''

I thought it was dangerous for a toddler to wear a standard seatbelt because it could injure them in a collision?

And I'm pretty sure cabs are exempt from carrying a baby seat.

They are...That said our LA insists, and rightly so, that all pupils under 11 yrs or under 1.35m high must have booster seats as per School contract agreement even though the law may not require it

I'm sure all parents can carry children without boosters or baby seats on short unexpected journeys where they couldnt plan in advance to have seats to hand..its a bit of an excuse loophole.

The number of parents that put their infants on their lap and then try to put the seat belts round them and the infant is mind-boggling!!

They just have no idea.

I usually try to explain it to them but many insist on you carrying them with the toddler being held in their lap. I find the Indian (Hindu's) are the worst they just refuse to allow their child to travel with a belt on !

As we are in stereotype mode, the ones that get me are the Arabs who get in the front with their kids on their laps.

Not often I'm speechless.
