who owns these, who owns the plates, were any LA engine regs altered to allow these experimental vehicles to be plated, is it a long term test?

They built a fuel-cell Metrocab a decade ago that could get it's hydrogen from methane? Cygnus Atratus is the current company name of the firm that built the prototype.
