They crave respectability with the new Licensing regime, but still recruit criminals into their industry?

40 years of the bad reputation they have 'enjoyed' will take a long time to go away.

If the PCO gives someone a license, then it's not the fault of the operators if some turn out to be dodgy.

And if the PCO haven't got enough powers, then it's the fault of the government and Red Ken, again not the operators. :shock:
