I was perusing the Public Contracts Scotland sight and found this invitation to tender from Edinburgh University under the Provision of Taxi services..

Abstract: This is a collaborative agreement led by University of Edinburgh, including NHS Lothian, Heriot Watt University, Edinburgh Napier University, Telford College and Scottish Agricultural College.
The Supplier shall provide a comprehensive cost and time efficient taxi service with an effective booking process to ensure a prompt and professional taxi service operating between various locations within and across the Lothian area.
This service will be for the transportation of mainly people, but will also be for blood, specimens and equipment. The transfer of specimens by road is in the scope of the dangerous goods legislation and drivers as a minimum will need to have had awareness such as ADR awareness training. A series of mandatory requirements will apply and are listed in the Invitation of Tender documents.
The Framework Agreement will have 4 regional LOTS, whereby the Suppliers can bid for 1 or more of the LOTS
1. Edinburgh City
2. East Lothian
3. Midlothian
4. West Lothian
The Supplier must have capacity to deliver a prompt and efficient 24 hours a day service to all the collaborative partners, 52 weeks a year with sufficient resource and processes in place to handle multiple bookings at any one time.
The Supplier can choose to bid for all LOTS or individual LOTS and can do so with a consortium or subcontracted supplier.

If you follow the link they show it looks to me that unless it's people your transporting then the Job should be carried out by a carrier rather than a Taxi/PH company...can any one vehicle be insured for the transportation of people, blood, Specimens, Equipment under the dangerous goods legislation as they state?

ECPH puts in a ridiculously low price. The main companies know this and undercut.

And once again its the drivers who have to subsidise the customer.

Haven't we seen this before?

BTW And won't the companies hike fees, and owners rentals, because of all the work drivers now have the opportunity to subsidise?

Ah, well. At least Murray and the other worthies will still get their £35 grand salaries. :lol:
