They are fully entitled to charge what they believe is reasonable, but who decided reasonableness?
Unless you have the true and actual profit and loss account how can you or your colleagues come to to a proper view?
Ask for the full profit and loss accounts for the last three years, and that should include every penny received from the taxi/PH trade, and every penny spent and for what. Ask via a FoI request.
TBH I wouldn't take a blind bit of notice from the council's auditors, if you are not happy ask the District Auditor to investigate.
