Taxi driver has licence refusal appeal dismissed

A taxi driver has had his appeal against a refusal of a taxi licence dismissed.

Chaudhry Abdul Jabbar had his application determined by Rossendale Council’s Licensing Committee at Reedley Magistrates Court on Thursday, January 31.

Jabbar, 50, of Newhall Street in Burnley, was ordered to pay costs to the council of £210.

A council spokesperson said: "A local authority must not grant a licence to a hackney carriage or private hire driver unless they are satisfied that the applicant is a fit and proper person, the purpose of a licensing regime is to ensure that the service to the public is accessible and safe, and seen to be so as taxi drivers are persons of trust and maintain contact with the public.

“The council must make a decision based on all relevant information and following consideration of all relevant council policies which states: Where several minor traffic offences have resulted in the applicant being disqualified from driving for a period of time, this will normally be taken as reflecting seriously on the applicant’s driving standard. Generally, a period of three years free from conviction must have elapsed from the restoration of the DVLA licence. The magistrates considered the council’s policy and upheld the Licensing Committee's decision.”

If there's any irony in the world this chap will get a HC badge in another area and go back to Rossendale :lol:

I don't know the circumstances - but I do know Rossendale is licensing HC's which are never used in Rossendale - and their licensing regime is sh*te
