Minicab driver refused new licence Crime news and court reports from the Peterborough Telegraph - www.peterboroughtoday.co.uk A former private hire driver from Peterborough has been refused a licence to return to the trade because of previous convictions. Kashan Mubashar (36), of Occupation Road, Peterborough, appeared before Peterborough Magistrates’ Court on Monday April 22 to appeal against the city council’s decision to refuse him a private hire driver’s licence, due to previous convictions. The court heard evidence that Mubashar had previously worked as a driver, until his licence was revoked in 2006, following two cautions for dishonesty offences. Since the revocation the city council became aware of an allegation of inappropriate behaviour towards a female in 2008. He had also been trading as an ice cream vendor without a licence and failed to register it as a food business. As a result the city council deemed him not a fit and proper person to hold a licence. The court upheld the city council’s decision and ordered him to pay £750 towards the council’s costs. Councillor Peter Hiller, Cabinet Member for Housing, Neighbourhoods and Planning, said: “I welcome the result of this case and the confirmation that the council’s decision to refuse to issue the licence was the right one.
