Drivers claim new safety rules are too strict TAXI and private hire drivers in Bolton have condemned what they claim are harsh new measures to test the safety and standards of taxis. Some operators are claiming that cars are failing MOTs for “minor” reasons, leaving them off the road with potential financial implications — but Bolton Council has strongly rejected the claims. Earlier this year the council introduced new rules for the testing of Hackney carriages and private hire vehicles with what bosses said were “more robust measures for identifying and suspending vehicles with serious defects”. The move followed news that almost half of all taxis stopped in snap inspections in Bolton last year were suspended from carrying passengers for breaking council rules. Simon Regan, operator of Jenon Travel in Kentmere Road, said: “There is definitely an overreaction. “Some of the reasons they are failing cars are pathetic — things like a few scratches and having stickers in the wrong place can leave a car off the road, or a bulb going out, which can happen at any time. “Once you’ve sorted the MOT, it takes three days to process a license which turns into five with a weekend — that’s a lot of time off the road. “It meant I was off the road from Friday to Tuesday which may have cost me up to £700 in trade.” Bolton Private Hire Association spokesman Mohammed Ilyas said: “There is a big concern that these tests are too hard and present too many obstacles to taxi drivers. “We agree with the council that safety must come first but we do not want unnecessary obstacles.” A Bolton Council spokesman said: “We have a legal duty to ensure that taxis are roadworthy and are fit for purpose. “The safety of road users and passengers is paramount and we now immediately suspend vehicles that have serious faults, however, we do not take taxis off the road solely for minor defects such as scratches and damaged labels or signs.” She added: “Only Bolton Council-approved garages achieving the VOSA green rating are able to carry out taxi MOTs and this system has been developed in consultations with VOSA and taxi trade representatives.” To see the list of defects that taxis can be failed for visit bolton.gov.uk/website/pages/taxis. source: http://www.theboltonnews.co.uk/news/104 ... oo_strict/ |

Have the folks above ever considered having their vehicles checked more than five minutes before the license runs out? Then they would have ample time to sort the bulbs, stickers and scratches out, well in time for re-licensing. |

That's doing it the easy way, better still book it in for a pre test say 3 weeks before to identify any problems that might occur. |

My thoughts entirely. What's wrong with doing a quick check of the car every day or so; in the bus industry we have to do a pre-service check every day before the bus goes into service. I agree a bulb can fail at any time, but round my area I've known licenced cars going round for months with defective headlights. Driving with defective lights is an absolute offence in the eyes of the law even if the bulb "has only just blown". As for stickers, the law is quite clear about stickers especially in the windscreen: nothing in the swept area of the screen, that is the area swept by the windscreen wipers. The problem is too many drivers just don't give a kcuf about minor defects or regular servicing; they then use the complaince test as an annual safety check and service and whinge about the loss of earnings as a result. sorry, I don't have much sympathy with them. |

Drive to local motor spares shop. "Can I buy spare bulbs for every type on my car please?" Cost me £8.50 and stored them in the glovebox ready for instant replacement. Not hard is it? |

My Voyager developed some front-end noise just after putting winter tyres on; the n/s/f wheel bearing had been replaced in December. I thought the noise was the winter tyres, but a chat with my garage revealed the wheel bearing was making the noise!! FOC repair, the part was under warranty, but it could have been a nasty failure! |

sticker in wrong place bulb out looks like cab need degree in rocket science now tester - you got no front lights driver - oh i sorry i thought it was a bit darker than normal this morning normally the working h7 is good enough but i guess if both are out the side light no good enough |

Most vehicles out there now tell you when a bulb is out. There is no excuse, especially at a council test. |

We don't need to check bulbs around here. Within seconds of one blowing you will get a tug from plod. Mind you it is only Hackneys that they pull for a bulb, not private cars or vans. |
