How thick can a PH driver get?

Even if he was booked, and I doubt that, he could have pulled forward or backward whilst waiting for his punter.
The fella is a nutter and the sooner he leaves the trade the better.

Taxi driver assaulted A taxi driver assaulted another driver in a spat over a fare collection point. At about 11am on Monday, July 15, a Hackney carriage driver pulled up at a taxi rank in Between Towns Road, Cowley, where a private hire vehicle not licensed to collect fares was parked. The Hackney carriage driver asked him to move on and phoned a licensing officer when the man refused. The private hire driver hit the Hackney carriage driver on his forehead before driving off.
