Hi guys and girls, I was hoping to do some research into ring fencing licence fees to better the trade within a licensing authority.

I know I have read somewhere that if it can be shown that a profit has been established from the fees , the profit (or certainly a percentage) can be ring fenced to enable the trade to improve. I just can't remember where. I am sure I have seen it, but cannot remember if it's included in the CGSA1982 or if it's included in Best Practice guidelines.

One of the problems I also face is only being a driver and not an operator within the authority (Glasgow City Council). Just wondering if anyone here has any ideas of where to start.
