Plymouth Minicab driver warned after parking on pedestrian crossing A MINICAB driver has been warned by Plymouth council licensing chiefs not to stop on zig-zags lines or zebra crossings after being caught out. Another motorist contacted The Herald after snapping the private hire cabbie as he appeared to assist an elderly woman with her shopping at the Ridgeway car park in Plympton on November 29. The car, was sitting outside the Co-operative store at around 4.20pm, while the observant motorist looked on. The driver said: “I consider it absolutely disgraceful. This is behaviour against the terms and conditions of their private hire licences. “It’s illegal to park on a zebra crossing, let alone the zig-zag lines. “They were preventing pedestrians using the crossing safely, putting people at risk, especially as it was dark at the time.” A spokesman for Plymouth City Council said: “Minicab licensing received a complaint concerning this driver obstructing the crossing at 4.23pm on 29 November and have already issued a warning letter. “Our traffic enforcement team can only issue a fixed penalty notice if the offence was witnessed in real time by a civil enforcement officer. “However as this particular car is private hire, our licensing team has written to him reminding him that dropping off at this particular location is an obstruction. “We appreciate that the passenger may have been asked to be dropped off as close to the shops as possible, but all private hire and Minicabs are expected to obey the law.” A spokesman for the Minicab firm said: “Our driver has been told not to do it again and he won’t. “But the photo highlights the problem we have in this area with regards to a lack of space for private hire cabs. “The elderly lady couldn’t get a black cab and needed a private hire saloon. The nearest private bay is a long way from the store and the car park itself gets extremely busy at this time of year, so the driver was left with the option of getting the elderly woman to walk a rather long way with her shopping, or picking her up close.” Read more: http://www.plymouthherald.co.uk/Plymout ... z2nlTEtTwh

It appears the car park is private property and as such the road signs and markings have no legal status at all.
