My Alzheimer's is getting bad - can anyone remember the name of the case in Scotland where a widow wanted her name on a cab license and it was refused?

There was a case in Edinburgh, a cabbie died whilst nipping out on his bike, his first name was Tam, he lived on Moirai Terrace portobello, I'm sure it was his wife, im also sure she must have had it granted because I've seen her in the Cab, Tam was a great wee guy, RIP
