We look abroad as Brits don’t want our taxi jobs

Foreign workers were brought to the Black Country to drive taxis because of a shortage of British applicants, the boss of a cab firm has revealed.

Twenty Romanian workers were trained up and licensed as taxi drivers in a single month in Wolverhampton alone, according to the city council which put them through tests.

Now one cab company has explained how it struggled to hire British workers, despite being in one of the worst unemployment hotspots in the country.

Cabbies in Wolverhampton are demanding the city council caps the number of licences it issues and said foreign drivers with a poor grasp of English are being handed licences with little in the way of testing.

Wolverhampton City Council refutes this and says it requires budding drivers to sit a written test as well as a practical one to ensure they know their way around. The practical test requires drivers to get to 17 destinations without any assistance, including Morrisons in Pendeford, Molineux, Wightwick Manor, the rail station and Phoenix Medical Centre.

Yet while black cab drivers say there is a shortage of work, private hire firms have struggled to recruit enough drivers locally to meet demand.

Wolverhampton has one of the highest unemployment rates in the country but Mark Bullock, of city-based ABC Countdown, revealed he used an agency that recruits drivers from other European Union countries last year.

Mr Bullock, whose business has been operating for 30 years, said: “I took on four Romanian workers last year because I just could not get anyone locally.

“Two of them came through an agency and the other two were friends of theirs.

“We paid for their licences. The agency had given them training, including about Wolverhampton. They’re good drivers and their English is excellent.

“I don’t know why people did not want the job. Perhaps people just don’t want to work as much as they used to.

“There’s a new initiative to get people over 50 trained up and into work and that’s something I want to see happen.”

He said drivers were self-employed and their earnings were based on what fares they brought in.

A driver working up to 60 hours a week can earn up to £500 before tax.

Mr Bullock’s experience is the opposite to black cab drivers, who say the city is saturated with taxis.

There are 670 private hire vehicle and 175 Hackney Carriages in Wolverhampton, which is a drop on 2013’s figures. In Dudley, there are 1,314 licences, 98 more than than two years ago.

Derek Merry's company has supplied more than 8,000 taxi drivers to firms across the UK, including in the Black Country, by recruiting staff from Romania, Greece, Spain, Poland, the Czech Republic and more.
And he rubbished claims by black cab drivers in Wolverhampton that foreign drivers do not have the standard of English needed to understand their passengers.

He told the Express & Star: "Black cabs are the dinosaurs of the industry. They may feel there is not enough work for them but there is plenty in the private hire trade.

"The problem for private hire firms is there is very little new blood. That's why they have looked elsewhere."

Mr Merry is in charge of recruitment for Driver Providers (Europe), which has a training centre in Prague.

The drivers do not have to pay for their training.

Their training takes two to four weeks and they learn about the key landmarks and do 'the knowledge' for the cities where they want to work, such as Wolverhampton.

In one month alone, 20 Romanian drivers came to the city and got licences from the council after passing the tests.

But Mr Merry said British workers are not losing out because too few of them are applying for the jobs to meet demand.

"I believe it's because of the ridiculous benefits system in this country," he said. "It doesn't encourage industry.

"By comparison a lot of these guys are from places where the minimum wage is dramatically less than here.

"Some of them are very well educated but can earn more working as taxi drivers here."

He said drivers were trained to do more than just drive,

"We train them to be chauffeurs. They'll get out of the car and help people with their luggage. They can't have any criminal or motoring convictions and they have to be at least 25 for insurance.

"They're providing a service that people need. If taxi companies can't get people locally, then they have to look elsewhere."

I was talking to one of the Merry men from Romania whilst waiting at a school for our students. His English was perfectly OK and we had quite a chat about his home in Romania and how he was enjoying working here.

No doubt he's claiming tax credits off us for his family back in Romania

And housing benefit, free prescriptions and all the other added bits. I bet he's only declaring £40 a week but earning over £300

The problem is that many do not look outside of their manor! In other parts of the country that would be a Fri/Sat nights takings :-$

I don't claim anything, I never have. I've been frugal with my money in the past.
